Two numbers, two questions
The registered area comes from the cadastral record; the measured area comes from what is on the ground today. They answer different questions and can both be correct.
Why they differ
Old cadastral work, boundary walls built by eye, encroachment over decades and different coordinate systems all contribute. A difference of a few per cent on a rural parcel is ordinary, not evidence of fraud.
